View LinkBorn in the Alanya district of Antalya, Kaplan graduated from Alanya Ayşe Melahat Erkin Anatolian High School before completing his undergraduate education at Istanbul University Faculty of Law. He began his legal internship at Aksan Law Office in June–July 2008, and that August was appointed as a research assistant in the Department of Criminal and Criminal Procedure Law at Beykent University Faculty of Law, choosing an academic career path. That same year he began a Master's program (with thesis) in Public Law at Istanbul University Institute of Social Sciences, and between November 2009 and March 2010 pursued language training and graduate studies in Cambridge, England, working at the Cambridge University Library during that period. In March 2011 he was appointed as a Research Assistant in the Department of Criminal and Criminal Procedure Law at Istanbul University Faculty of Law, and that same year earned the title of Master of Science with his thesis "Anonymous Witnessing in Comparative Law and Turkish Criminal Law." That year he also began doctoral studies in Public Law at Istanbul University Institute of Social Sciences, continuing from the fall of 2013 at Akdeniz University Institute of Social Sciences, where he was also appointed as a Research Assistant in the Department of Criminal and Criminal Procedure Law at Akdeniz University Faculty of Law. During his doctoral studies, between March and October 2015, he worked as a visiting researcher at the Max Planck Institute for Foreign and International Criminal Law in Freiburg im Breisgau, Germany. On 7 March 2016 he earned the title of Doctor with his thesis "The Offense of Causing Zoning/Construction Pollution," and on 18 April 2016 he was appointed as a faculty member with the title "Assistant Professor" in the same department, also serving as department chair. Since that date he has continued as department chair and, since 2019, has also served as a member of the Institute of Social Sciences Board of Directors. Within Akdeniz University Faculty of Law, he has served as a member of the Faculty Board (2018–2024) and as Vice Dean (2021–2023). On 31 January 2025, he was awarded the title of "Associate Professor" in Criminal and Criminal Procedure Law by the Inter-University Council. He is the author of books including "The Concept of Victim and Victim Rights in Criminal and Criminal Procedure Law," "Causing Zoning/Construction Pollution," and "Basic Criminal Law Legislation," along with numerous national and international papers and articles.
Att. Assoc. Prof. Dr. Mahmut Kaplan has taught General Provisions of Criminal Law, Special Provisions of Criminal Law, Criminal Procedure Law, Medical Criminal Law, Environmental Law, Criminology, Misdemeanor Law, and Military Criminal Law at Akdeniz University Faculty of Law and various other law faculties. He also teaches in the Master's and doctoral programs of the Departments of Health Law and Public Law.
In addition to legal practice, Att. Assoc. Prof. Dr. Mahmut Kaplan provides legal consultancy and expert opinion services to fellow attorneys and prospective clients.
